Infrastructure
Yates County possesses several amenities that are important for economic development. They include significantly below market electric rates from the municipal utility in Penn Yan, an expanding general aviation airport, extensions of water and sewer infrastructure to new areas in the county and an abundance of fresh water. Recent and planned improvements at the Yates County Airport, just south of Penn Yan, will create a more viable transportation alternative for the shipment of goods and will increase its attractiveness for long-distance alternative for the shipment of goods and will increase its attractiveness for long-distance corporate travel.

Horizon Business Park

Created in 1998, the Horizon Business Park boats several unique and diverse tenants. Constructed on a Greenfield site, the Horizon Business Park is convenient and economical for your business.
Located on Route 14A, in the Village of Penn Yan, the site is comprised of 50 acres, 30 of which are still available. Lots are sized to fit your company's individual needs and requirements. (Utilities are municipally owned which makes our rates lower and more cost efficient than most, and gas provided by NYSEG.) Transportation access includes the Penn Yan airport and Finger Lakes Railway in close proximity the Park. The New York State Thruway, Route 17 and US Route 390 are within 30 miles from the Horizon Business Park making transportation easy and your choice of air, rail, or roadway.
Current businesses located at the Park include Coach & Equipment Manufacturing, Penn Yan Plumbing & Heating, Polmanteer's Service Center, CASP LLC, Keuka Footwear, Inc. Current total employment is approximately 200.

Keuka Business Park

Established in 1990, Keuka Business Park is an ideal location for office space and small manufacturing. With over 72,000 square feet of space available for lease, this is an affordable, convenient and professionally managed multi-tenant facility.
Keuka Business Park is owned and managed by the Yates County Industrial Development Agency. Rents generated at Keuka Business Park supports the maintenance of the facility, and allow the Agency to be financially self-sufficient. Many past tenants of the Park have moved to larger facilities within Yates County.
Amenities include ample employee and visitor parking, conference rooms, copier and fax access, break room facilities, truck docks, 24 hour entry, and flexible terms. Currently, there are over twenty tenants in the facility and more than 100 people employed at Keuka Business Park.

Penn Yan Industrial Park

The Penn Yan Industrial Park is a fully serviced industrial park on the north side of the Village of Penn Yan. The Park was originally created by direct investment of the Village and was the first "industrial park" in Yates County.
The once municipally owned land is now owned entirely by private interests. The park has five modern manufacturing/distribution facilities. There is currently one unimproved lot and one vacant building in the park, but both are owned by local businesses.
Current occupants include the Iron Age Shoes national distribution center, a development facility for Brine Sporting Goods, and Silgan Plastics, Inc., a blow molded plastics company. In total, approximately 250 people are employed at the Park.
